Gregory R. Beyer is a practicing California attorney and for over 17 years has had as the emphasis of his personal practice of law issues primarily revolving around Estate Planning, Elder Law, Medi-Cal Planning, Asset Protection Planning, and Business Structuring.

Mr. Beyer received his Juris Doctorate from Lincoln Law School of Sacramento as Salutatorian, Parliamentarian, and as an Honor Graduate of his class and is authorized to practice law before the Courts of the State of California as well as the Federal District Courts.

He is a Certified Estate Planner (CEP-L) and one of a very few Certified Senior Advisor Attorneys (CSA) in the United States. He has been listed in Who’s Who of Professional and Business Leaders multiple times and was a board member of the California Estate Planning Council for 6 years and president of that council for 2 terms. Mr. Beyer is also a member of the J. Reuben Clark Law Society and International Law Society, is a Notary Public, a member of the National Association of Elder Law Attorneys as well as member of the California State Bar.

He has been a speaker and instructor for several national continuing education firms, providing education for attorneys, CPAs, financial planners and the like.

One of the founding partners of The Law Offices of Beyer, Pongratz & Rosen, a Professional Law Corporation which has been in existence since 1991, employs seven attorneys and a full professional staff in two offices, one in Sacramento and one in Lincoln.

Mr. Beyer has been married for over 30 years, has 6 children, speaks fluent Chinese and truly enjoys the opportunity to help his clients with their estate and business needs.

.Stephen G. Pongratz

Born in Manchester, Connecticut, Stephen G. Pongratz graduated Summa Cum Laude from Eastern Connecticut University in 1980 with a Bachelor of Science degree, double majors: English and History. He graduated from University of Connecticut School of Law in 1984 and entered private practice in Connecticut.

In 1987 Mr. Pongratz was licensed to practice law in the State of California. Mr. Pongratz has served with various community and charitable organizations including the Sacramento County Grand Jury and has written columns on legal issues for local publication.

He is a founding partner of Beyer, Pongratz & Rosen and has been with Beyer, Pongratz & Rosen since 1992.


Mr. Pongratz' areas of concentration include employment litigation, personal injury litigation, and business litigation. He is a member of the California State Bar, the California Employment Lawyers Association, the National Employment Lawyers Association, the Sacramento County Bar Association, Sacramento Consumer Attorneys, Consumer Attorneys of California, and the Labor and Employment Law Section of the Sacramento County Bar Association.

Mr. Pongratz is a past member of MENSA and is an active participant in community affairs.

Etan E. Rosen was born in Haifa, Israel in 1958, and attended school, including High School in Israel. Mr. Rosen joined the Israeli Army in 1977 at the Airborne Division Unit 202 and successfully discharged in 1980 with the rank of Staff Sargent.

Mr. Rosen moved to the United States on January 1, 1980, initially to Texas where he attended the University of Texas at Austin and achieved a Bachelor of Business Administration degree in 1983, and then following with a Masters of Business Administration in 1985. Following the completion of the Masters work Mr. Rosen moved to Oklahoma City and worked as a loan analyst for Liberty National Bank of Oklahoma City for approximately one year until his return to Austin to work for Lexus Pharmaceuticals where he was the Assistant Controller.

Mr. Rosen moved to Davis, California to attend law school at the McGeorge School of Law in 1991 and has been living in Davis ever since. He graduated from Mc George School of Law in 1994. Mr. Rosen and his lovely wife Amy have two beautiful girls, Isabella and Arianna.

The areas of law which Mr. Rosen practices are as follows: business law, business/commercial litigation, contract disputes, defamation, employment litigation, discrimination and administrative law.

In a recent case in El Dorado County, Mr. Rosen won $7 million dollars for a client in a breach of contract case, which was afterward published in the Sacramento Business Journal, and was characterized as the largest award in that county to date.

Mr. Rosen acts as the official attorney for the Israeli Consulate in San Francisco and is fluent in Hebrew and English.

David L. Brown

David L. Brown is a partner in the firm Beyer, Pongratz & Rosen, P.C. based in Sacramento, California, where he has been employed for over ten years. While attending law school, Dave worked in Default Litigation at Wells Fargo Bank, where he continued his employment for the first two years after his graduation. In 1996, Mr. Brown relocated to Napa County, where he began his tenure as a Deputy District Attorney.

Dave became familiar with the bankruptcy process through his experiences with prosecution in state court. He transitioned into the private sector in 2001, where he has worked hard to attack the mortgage and financial issues his clients face through the utilization of the bankruptcy process. In addition to assisting his clients through economic difficulty, Mr. Brown is also experienced in the successful resolution of family, criminal, and probate law matters.

Dave is a musical enthusiast and artist who enjoys spending time outdoors. When he is away from the hustle and bustle of the courthouse, Dave can often be found engulfed in his favorite hobby, boat building. Additionally, Mr. Brown is proficient in Japanese, having been a former resident of Japan.

Dave currently resides in the Rancho Cordova area with his lovely wife Ilana and young son Benjamin.

Eric D. Hitchcock is an associate attorney who primarily handles civil litigation and employment matters. Mr. Hitchcock was a sole practitioner for several years prior to joining the firm in January 2008.


Mr. Hitchcock earned his Juris Doctor from the University of Akron School of Law in 2001, and his Bachelor of Arts from Sacramento State in 1992. Mr. Hitchcock is admitted to practice law in California and is a past member of the Trusts & Estates section of the State Bar of California.
